From the 29th February to the 18th March 2016, Mr. Fidele Ruzigandekwe, Deputy Executive Secretary in charge of Programs at GVTC, participated in an international training Program on Strategic Environmental Assessment (SEA) held in Gothenburg and Stockholm, in Sweden. This training was organized by NIRAS NATURA AB as a collaborative Capacity Building Program between NIRAS Group and the Center for Environment and Sustainability (GMV) of the University of Gothenburg and Chalmers University of Technology, with the support from the Swedish International Development Cooperation Agency (SIDA).
This training consisted in carrying out a number of preparatory activities, namely (i) establishment of SEA project team at institutional level ;( ii) gathering baseline information of SEA system at country level;(iii)reflections on SEA national system;(iii) SWOT analysis (strengths, weaknesses, opportunities & threats) of participant’s institutions vis-à-vis SEA implementation; etc.
Strategic Environmental Assessment is an analytical and participatory approach to evaluate the environmental effects of a policy, plan or programme and linkages with economic and social considerations. It generally integrates environmental governance by enhancing transparency and participation, strengthening institutions and organisations and making decision-making more adaptive and holistic.
Main SEA benefits are to address cumulative spatial impacts to inform, influence and improve decisions and implementation of policies, plans, and programs to avoid costly mistakes and to identify sustainable solutions to planning and development challenges. About 30 participants from 5 East African countries attended the training, among them Ethiopia, Kenya, Rwanda, Tanzania, Uganda and Zambia.
