CGLR Executive Secretary visits GVTC
Kigali (Rwanda): 25th April 2015 : His Excellency Ambass. Zachary Muburi-Muita, the Executive Secretary of the International Conference on the Great Lakes Region (ICGLR) visited the Headquarters of the Greater Virunga Transboundary Collaboration (GVTC). As a reminder, ICGL and GVTC are both intergovernmental organizations that signed a Tripartite Memorandum of Understanding (MoU) in partnership with the Economic Community of the Great Lakes Countries (CEPGL) in 2014 aims promoting cooperation between the Parties on environmental conserving, enhancing natural resources value, for conflict prevention and sustainable development within the Great Lakes Region of Africa.
His Excellency Zachary Muburi-Muita is a Kenyan diplomat appointed to the position of Executive Secretary of the ICGLR, and succeeded Professor Alphonse Ntumba Luaba, a diplomat form DRC.
In his welcoming address, Dr Georges Muamba Thsibasu, the GVTC Executive Secretary, recalled and appreciated the role played by ICGLR throug its Parliamentarians Group, in supporting GVTC within its implementation process, notably in the process of granting GVTC with Headquarters Agreement by the Government of Rwanda. In a recent past, and under the high diplomacy of Prof. A. Ntumba Luaba, ICGLR supported GVTC to bring the three States members, i.e. DRC, Rwanda and Uganda to sign the Transboundary Collaboration Treaty. The latter, that demonstrated the effective efforts made by the three countries, still requires support from ICGLR to be ratified by the Parliamentarians of the three countries, so that GVTC legal personality as well as its credibility with various partners may be enhanced.
At the end of the presentation on GVTC background to His Excellency Zachary Muburi-Muita, the latter said he was very satisfied to see how GVTC as an intergovernmental organization made progress since its creation, and promised to continue supporting it to meet its mission and objectives. For, he argued, conservation of natural resources and biodiversity is very crucial within the region. Indeed, without these natural resources and biodiversity, human lives within in the Great Lakes Region will be also threatened as endangered species. Therefore, it is strongly recommended that the illegal exploitation of natural resources be tackled. The ICGL Executive Secretary recognized that, if natural resources are rationally exploited, they can inevitably contribute to sustainable peace building and community development within the African Great Lakes Regions.
