Tourism Development & Community Conservation Regional Committees Meetings

From the 19th to the 23rd December 2016, at La Palme Hotel in Musanze(Rwanda), GVTC organizes an important workshop on tourism development and community conservation within the Greater Virunga Landscape (GVL). Different participants at this workshop are from the three member countries of GVL, namely the Democratic Republic of Congo(DRC), Rwanda and Uganda and are mostly members of Regional Technical Committees in charge of tourism and community conservation, tourism private operators, public authorities in charge of conservation, etc.
The above two committees are prescribed by the Treaty on the transboundary collaboration signed by the States Parties in 2015 and form part of two other, namely (i) Landscape management, and (ii) Law Enforcement.
GVTC received financial support from Fauna & Flora International (FFI) from the United States of America that will cover a series of workshops for the revision of the Regional Technical Committees within 2016 and 2017.
During these meeting held at Musanze, and facilitated by the Moderator Mr.James Byamukama, GVTC Programs Manager, the experts from partner institutions will be informed of the Terms of Reference (ToRs) prepared for each committee and which will serve as benchmarks in the future.
The outcomes of this workshop are as follows: (i) the Terms of Reference for the Regional Community Conservation and Regional Tourism development are reviewed; (ii) the conditions of service and Rules of each regional committee are determined; (iii) the Action plan for each committee is elaborated; and a (iv) transboundary Tourism planning process is initiated.
As far as the methodology is concerned, presentations were given to facilitate debate and exchange between participants and experts.
In his welcoming address, Mr. Fidele Ruzigandekwe, GVTC Deputy Executive Secretary in charge of Programs, welcomed the participants and recalled that the treaty signed last year between the States Parties has become a working and collaborative framework for the conservation and the promotion of tourism within the Greater Virunga Landscape.The treaty, he reminded, “provides for the four regional technical committees that contribute to the rationalization and implementation of the GVTC mandate”. Further details were provided by Mr. David Karuhanga, the GVTC Legal Advisor, who explained to the participants more about the structures of the treaty, including the above mentioned Regional Technical Committees.
In behalf of RDB Rwanda, Mr. Telesphore Ngoga, Analyst in Development of Community Tourism, declared open this workshop on Community conservation and Tourism Development, and urged the participants to capitalize this working session for their own communities, and this, through a sustainable exploitation of the natural resources shared by the three countries.
